Why ain't the Police troopers patrolling the compound of train station instead they're seen on-board trains?

Why ain't the local Police troopers here patrolling the compound of train station instead they're seen on-board trains? I have seen Police troopers of Europe patrolling in the shopping mall and the compound of train stations.... Your comments and opinions please...? Thanks you.
