Letting a 13 year old girl French kiss a 4 year old boy, all the time, should officials get involved?

Marion County Ohio, Children Services, does not think they should get involved, in this situation. The 4 year old, lives with my ex part time, and her boyfriends 4 kids 2 13 year old girls who have been french kissing him all the time, yes the 4 year old told me, girls kiss him with there tounge down, on his teeth. Told me this after i read him a story and tucked him in and went to give him a kiss and he tried to,kiss me with his mouth open and toungue out. and i've noticed similar actions 4 and 6 weeks ago also, just though he might have made a mistake, but it was very obviouse last week, and children service of Marion County ohio have not made even an inquiry to what is going on.
