In ohio can a state trooper give me an ovi if he didnt witness anything?

i recently got an ovi i got pulled over by a city cop who watched me leave city limits so he followed me he then called a sherrif and the sherrif came and left when a state trooper arrived on scene. my question is can a state trooper write me a cittion for ovi if he didnt witness the crime but got called out to it. i was told that the trooper has to witness me doing somthing wrong in order to have any evidence to give me the ovi?
