I am sure..?

tracy lord, a star which i am sure much of you know,the thing is this,she made dozens of movies underage,but the last movie that she made underage,her scenes were deleted and replaced by another actress,i was wondering,how come when they discovered that she was underage,why didn't the police arest all the people who had with her,isn't that statutory ,i don't understand please help me someone to comprehend.
